Oh, Pamela. That's sad (and sadly typical) bureaucratic short-sidedness. Our schools need more people like you, willing to seize the initiative, try creative ideas, and get the job done. Don't let this setback dim your bright spirit.
I love your rage. It sounds quite justified. There are good reasons for some parts of bureaucracy, but for small minds to close off better solutions than are available in the system is not one of them.
